arrows on the left hand side of the tree allow to move style sheets and style rules up and down
+ and - allow to create a new sheet or rule, or remove one
the titlebarless window expands when the green arrow button is clicked. The arrow in the button then turns 180°. A second click shrinks the expanded window and makes it disappear.
when the left window is moved or resized, the second one moves too, docked to the first one's right edge.
Nota bene: cancellable (please note I am not saying undoable) actions are hard to implement in a non-modal dialog if you want to see the effect of your changes immediately... And in the case of CSS in a Wysiwyg editor, you do want to see your changes apply immediately.
